The Legislative Effort to Regulate Naturopathic
Doctors:
Decades of History
The CoAND worked with several health care advocacy groups during the 2010 session and we are currently gearing up for the 2011 legislative session.
Sunrise Reviews were submitted to the Colorado Department of Regulatory Agencies (DORA) in 1993, 1998, 2005, and 2008.
In 2005, DORA concluded:
“...that the evidence supports regulation of naturopathic physicians in Colorado. The three options proposed include licensure, title protection, or exemption from the medical practices act.”
In 2008 DORA recommended:
"Since harm can be caused by naturopathic practitioners engaging in certain types of practice, a licensing scheme, by any label, should be implemented, since it would offer the greatest level of regulatory protection. Only those individuals who have fulfilled the requirements for licensure should be allowed to engage in the scope of practice for naturopathic physicians, thus ensuring a minimum level of competency for those tasks deemed most risky."
Founded in 1984, the CoAND hired its first lobbyist in 1993 and has introduced multiple regulatory bills over the years:
1994 HB 1022 Rep. Russell George and Sen. Lacey (bill killed in committee)
1995 HB 1176 Rep. Russell George (bill killed in committee)
1999 HB 1051 Rep. Russell George (bill passed House, killed in Senate committee)
2007 HB 1192 Rep. Labuda and Sen. Williams (bill killed in committee)
2008 HB 1062 Rep. Labuda and Sen Williams (bill killed in committee)
2009 HB 1175 Rep. Curry and Sen. Williams (bill passed House, killed in Senate committee)
